A small plastic base board with a Universal Blueprint on it. Atop the tiny picture is a clear plastic disk with a wind arrow and 2 semi circles of fire attached to the arrow. A rivet attaches the center of the arrow right over the little house, so the disk and arrow spins freely. The Dragon Wizz Wheel shows, where to lay fire safely and always do a “Controlled, Escape Fire” : It allows you to always control flame length …no matter wind strength or drought code or relative humidity.
TO USE DRAGON WIZZ WHEEL:
Stand in front of your real, on the ground home, and prepared Universal Blueprint. Put your Dragon Wizz Wheel on the horizontal, waist high. Then turn the Wind Arrow, so that it is in harmony with the on-site winds. In this case the fire storm is coming from the lower left -hand corner of the picture. All you do is go to the real-world blueprint, and lay fire just a few inches in front of the real world dragon Rings. Ignite both semi-circles of
red dots. These semi-circle dots of fire blow into the Dragon Rings and go out. Continue striping ever larger bites of unburned fuel until an entire Black Donut forms in between the two outer Dragon Rings.
Next proceed to upwind side of dragon Ring around foundation of home and proceed to burn off all fuels between foundation and already formed Black Donut.
We developed the Dragon Wizz Wheel, because none of the experienced 20 – 30 experienced smokejumpers could figure out how and, where to begin laying out the black-lining….. of the 3 circular control lines.
As a fun description of the new method of keeping control of flame length in a safe, systematic, scheme the jumpers started calling it the “Black Donut of Death” or more exactly…..”Troop’s Black Donut of Death Scheme”
The basic truth was the combining of Sun Tzu’s Military 360 defensive circular shaping of the Battle Space; With the Fire Fighters basic “the only complete fire-line is Black Line, and modifying Wagner Dodge’s uncontrolled emergency Escape Fire into an engineered, more exact, “Controlled Escape Fire, BLACK DONUT SCHEME”
BACKGROUND:
Troop : drafted into military, served 3 years 1968,69 & 70 in Vietnam with Marine Corps as an infantry officer, then later as a tactical air controller, where he used fire as a weapon in Agent Orange Areas. Here was learned a perspective fire fighters never perceive.
Spent 24 years as a Smokejumper 526 round and ram air, rough terrain parachute jumps throughout different fuel types all over Alaska, Canada, Western US states and even Eastern Deciduous Forests throughout the Ozark Mountain States and the Appalachian Mountain Chain Which posed as the most dangerous smokejumper operations. This range of different fuels and conditions gave troop the background to
develop better fire hand tools, that the equipment development centers inside the U.S. Forest Service just did not have the practical experience or interest to properly understand, where the culture needed to be advanced into. The future changing fire conditions shouted for change in tools.
After smokejumper career, troop served as a Fire Management Officer with the U.S. Fish & Wildlife Service in Alaska. It was in the Arctic, that Climate Change was first noticed. So This opportunity gave birth to merge Sun Tzu’s military, 360, defense, shaping of the Battle Space, concepts with his thoughts on fire attack, (12 th Principle Of War); with Wagner Dodge’s concept of Wild Uncontrolled “ESCAPE FIRE”, Actions;
With these contributions combined with troop’s humble experiences in war and smokejumper operations there came into being, a Safe Mitigation/Survival Scheme that could be easily conveyed to both fire fighters and lay people who knew nothing of what had been developed by smokejumpers and Native Americans in the wilds of Alaska.
Actually Climate Change, Terrorism on the rise all melted into an engineering of a more “CONTROLLED, Planned, Universal Escape Fire Scheme” It was here on Government time and money, that the Universal Mitigation/Survival Blueprint came into being.
After Government employment troop started a research and development company, where he developed better wildfire hand tools, and a more practical method of mitigating Wildfire storms, and making them pass and do no harm. It was now easy and quick to show both fire fighters and lay people, everyone, how easy it is to always control flame length under any and all conditions of wind direction and speed, any
conditions of drought code and relative humidity. The Dragon Wizz Wheel showed and explained it all clearly.

“ DEATH IN THE SHORT GRASSES “
In 1947 a crew of Smokejumpers (16) flew to a fire outside Helena, Montana. There was a small harmless looking fire down slope in timber in a draw at the base of a grass covered, open hillside just up from the Missouri River. The jumpers parachuted to the ridgetop of the grassy hillside. After checking everyone they received their cargo of food, water, tools, sleeping bags they headed down the steep terrain to get to the fire, They stopped for a lunch break, all looking calm, then proceeded toward the fire. Suddenly a huge warm wind came out of nowhere and the fire spread out of the timber and up at a diagonal upslope into the grass. The fire with both wind and slope made escape upslope or across slope doubtful.
The Smokejumper Foreman and leader, (WAGNER DODGE), tried to tell the crew to stay with him, as he took out matches and started a fire above himself. With the noise of the fire, wind, clanking of tools and chatter of the crew many could not hear Dodge , while others seeing him starting more fire with fire everywhere coming up at them just bolted on pure instinct to try and out run the fire.
Dodge allowed the flames, he just started, to race up slope leaving just black ground. He climbed up into the black and laid down with feet facing the up coming flames. The black spot he entered was estimated 75’ X 100’. He said he was buffeted up and down, but was not burned or injured in any way.
Two jumpers made it through some rimrock and on over the ridge top to a rock scree to safety. Thirteen other jumpers were burned over or breathed in super-heated air that seared their lungs producing fluid which caused them to drown in their own fluids.
They had a hearing in a federal court house after the tragic event. Parents brought forth the theory that Dodge’s fire may have killed their sons, but the two survivors looking down at the scene verified that Dodge’s fire was completely away from the main fire storm that passed over the fleeing fellow jumpers.
When asked if he had ever been trained in the use of what became known as an “Escape Fire”, Dodge simply replied, “It just seemed like the logical thing to do”.
Because an “ESCAPE FIRE”, has no control over its free wheeling ramifications to do random harm, beyond the point immediate life saving capability it is generally not deemed of value for general use near settlements.

A FAMOUS MILITARY GENERAL wrote an Essay of 13 Chapters on what anyone contemplating war should understand and master before actually waging war. ̧
The Chapters have become The Eastern version of the Principles Of War. They remain the basics still taught at our Military Academies, and by students of War. The 12th Chapter, “Attack By Fire”, is the one “Principle”, that most students of War Skim over and are most often tempted to not heed with more research and discovery.
Climate Change and warming of the oceans increasing winds and amplifying drought codes now make the 12th chapter more important than ever for opportunities to offensively, use fire in the attack. Also, even more importantly, in the wise help in development of a (universal defense), a 360 circular concept, to counter fire attack, that SUN TZU, had not actually spelled out to Shape the Battle Space to prepare against attack from any and all directions.
However, in the last paragraph of the 12th Principle Of War, Sun Tzu warns: “ It is all well and good to know how to Attack by Fire, but it is imperative to know what to do if someone attacks you by fire”.

You command the ground, and the elements to expertly gain strategic and tactical “CONTROL OF AN EMERGENCY ESCAPE FIRE”, Engineered, planned for, practiced for the exact mission to always be prepared for mitigation and survival of a fire storm too strong and fast moving to stop before it kills and destroys.
SO IT IS HERE WE COMBINE THREE, MILITARY, DEFENSIVE, CIRCULAR “360”CONTROL LINES WITH WAGNER DODGE’S “ESCAPE FIRE” with strategic, semi-circular, application of small flame lengths; biting into unburned fuel to go out, when they reach the control lines.

BLACK DONUT BLUEPRINT PREPARATION FOR INSTANT CONVERSION TO BLACK SPOT
Below is the Dragon Wizz Wheel. It is a small plastic base board tool that has a universal Blueprint printed on it. There is a clear circular plastic disk that has a wind arrow and two semi-circular red dots (representing fire dots). The disk is riveted to the center of the house.
The disk spins on the rivet so the wind arrow and semi-circular fire dots turn with the arrow, so the fire dots always stay outside the control lines.
To use the Wizz Wheel, stand in front of the real, on ground house and Blueprint. Put the Wizz Wheel on the Horizontal. Then, turn the clear disk with the wind arrow; so that the
wind arrow is in harmony with the on site wind direction. The red dot semi-circles attached to the wind arrow show where to lay strips of fire.
Lay the propane torch fire a short distance from the circular control lines. Do both outer control lines. The small flames can’t grow big because they run out of fuel and go out when they burn into the control lines. Flames may back burn into the wind but very slowly. Strip more and ever larger bites of unburned fuel until both semi-circles of fire burn together and form that first big, outer, Black Donut.
Then proceed to the house and burn the ground right up to Dragon Ring around the Foundation, right into the wind so the flames go right into the control line around the foundation. Then ignite the unburned ground in front of the Black Donut.
In the picture of the Wizz Wheel below; the fire storm is coming from the lower left hand corner of the diagram. Or just beyond the forked end of the wind arrow.
On the thinning: Leave trees need to be 25’ 30’ between tree crowns, not tree trunks. Pruning of all ladder fuels up to 10’-12’ high to separate ground fuels from aerial fuels, Control lines or dragon rings need to be 6’-10’ wide around foundation, rock or tile patio. Go out 100’ put in a 2’-3’ wide meandering trail down to mineral soil all around what you want to survive. Outer third Dragon Ring also 2’-3’ Wide.
For subdivisions or towns outer two Dragon Rings need to be 4’-6’ wide and asphalted with 600’ to 800’ of shaded fuel break or park like defensible Space with all clutter, kindling line small vegetation removed and maintained.
When fire storm is definitely going to roll over your holdings, and there is still time; you can make another semi-circle pass igniting ground fuel up wind from your black donut, to create more Black.
Get rid of as much unburned fuel as you can. The more Black formed the greater your comfort space away from the killer flames coming toward yourself. Get back into structure before flame front arrives.

The U.S. Senate realized we needed some way to make our protection forces better able to protect people and structures. Make them more survivable, always instantly ready to endure killer fire storms. Congress had doubke diget Billions of dollars to make our country adapt to greatly reduce the losses. They called in the reps from our federal fire agencies and our major federal land manage-ment folks to specifically find out if they had a plan or had any idea of what had to be done. At first they all said they knew what had to be done. However they failed to convince our Senate’s Natural Resources and Energy Committee, that anyone had a scheme,
that would be PRACTICAL, SYSTEMATIC, SAFE & EFFECTIVE.
